You can achieve this by standard config. You need to check your checking rule for your process order and then check the scope of check. Make sure that your scope of check does not allow restricted use stock under the stocks section. You need to setup your batch determination and batch check as well so when you are performing batch determinations for the order it does not pick up the restricted stocks. I have set this up in my current company, but I have 2 order types. One that is strictly for non restricted stock and the second order type will allow both restricted and non restricted to be able to use this as a rework stock, as this is what they wanted.
