No applicable data after setting filter instead of 0

Dear All,

I'm working on a report for cost center planning, having a structure in rows and columns. I don't surpresse any 0, wether in the Query Designer or in the Query itself.

I then filter for a specific cost center. As long as there are values somewhere the result shows me rows/columns which are 0.

As soon as there are no values at all (after filtering) the structures are not shown anymore, instead I receive the message "No applicable data". Can somebody please explain me how BW would display the structure anyway eventhough there are no values?
