Check these SAP notes.

1671989  - Does not match component version - when installing transport files

1577714  - Transport requests in Check requirements phase

1581638  - SAP component checks no longer working  in TMS

This is what you need to do:

When doing the import of this Transport file go to the import options of the transport request and ensure the flag "Ignore Invalid Component Version" is checked
