Slow performance after upgrade from CRS 11 to 14.

We are moving from Windows Server 2003 to Windows Server 2008 R2, and upgrading CRS at the same time. Both servers are running webhosts (IIS6 vs IIS7.5) in addition to hosting the CRS. Loading a particular report off each host, using the exact same asp.net application and parameters, results in completely different performance.

 

Server 2003, IIS6, CRS 11: 6 seconds to load report.

Server 2008 R2, IIS7.5, CRS 14: 11 seconds.

 

Within the report, if I click on the index tabs on the side, the CRS 11 version jumps to the report section immediately. The CRS 14 version spins for 9 seconds before jumping to the requested content.

 

The CRS CMS in both cases is located in the local SQL Server on each respective machine. The 2003 machine runs the SQL server, the web server, and CRS 11 at 900mb of total RAM usage. Server 2008 R2 is a bit more resource-intensive, running at 1.1gb RAM with everything turned off in the Central Configuration Manager. When I turn on the only two items within it (Server Intelligence Agent and World Wide Web Publishing Service) the memory usage jumps by 2.4GB. Does anybody have any suggestions on what I can do to address the performance and memory impact that CRS 14 is having? I have trouble believing that this is what I should expect from upgrading from version 11 to 14, but this installation is really my first experience with CRS and so I'm having trouble identifying where the issue could be coming from.
