My apology....missed the most basic part of the config 
W2k8 R2
BOXI 31 SP5
Tomcat 6 (64 bit)
IIS 7
This is Physical and NOT virtual box. Also, when booting up, I do not really see the spike in the resource consumption, not anything jumping out in the logs either.
I will perform the test with 1 WPS and update you.
