I would strongly recommend that you apply latest SP stack (stack 10)

From what I remember the base delivery of NW/PI 731 does not include any SP so you are 10 SP levels behind...

By the way I've just finished installing a PI 731 SP10 and cache server is only working in client 001.

I'm not a PI specialist but perhaps this is a normal behavior as client 000 is just a reference and not a client you should work in.
