Yes, using a folder or a workset will both have the same outcome, when it comes to the display in the portal. 
I just find worksets easier to manage. Also they are re-usable (as I wouldn't create i within the role, but like the iview itself in the portal content 
), whereas folder are always directly a part of the role and exist only in there.
