Hi Muslih,
If this error still occurs eventhough you have recreated the SBO-Common, I recommend you to use SAP B1 9.0 PL07 and the upgrade installer of SAP B1 9.0 PL07 to upgrade the company db from the lower version.
The file name for the upgrade is B19000P_7-10008988.ZIP and the installer is 51046461_1 to
you can download both from this link:
http://service.sap.com/sbo-swcenter
