Just one hint regarding your start question. Did you consider to use Custom Operation entry in the menu (on your screenshot) to achieve your goal? Because this is the standard way how own entries should be placed there. For this you need to implement BAdI BADI_CRM_MKTTG_TG_OP_CUST of enhancement spot CRM_MKTTG_TG_OP_IMPL_CUST.
