There is a special case in SAP note 925381:
If the production version of a product is blocked, the trigger into the
CIF_PPM_CHANGED table is written into the CHANGE field with the value 3
(PPM set to inactive). You then change either the bill of material, the
routing or the recipe of this product. As a result, the CHANGE field in
the CIF_PPM_CHANGED table now receives the value 1 (PPM is changed).
When you subsequently transfer of PPMs, the PPM in APO remains 'Active'
even though the production version is locked.
So you can apply it if it's not in your system yet.
