Are you looking for GMT timezone. you should take into consideration Daylight savings and exactly which EU timezone you need the timestamp for, before you go about the technical solution.
Once that is done, you can use the Calendar class to fetch the timestamp for a particular timezone and populate the file name through Dynamic configuration class in mapping.
